Not sure on steps to reproduce; and not sure this is completely unreported, either; but wanted to at least confirm that clients will sometimes be unable to do any "Action" that would be bound to a button. Not clear on why this happens, but nothing appears to fix it or reset it, and it doesn't happen to clients uniformly (one or the other may suffer the issue).
